USEC Inc. Names David Couser Regulatory Manager

PIKETON, Ohio - USEC Inc. has named David Couser as the Regulatory Manager for the American Centrifuge Demonstration Facility at the Piketon Plant. Couser will report to Pete Miner, Director, Regulatory and Quality Assurance.

Couser has more than 30 years of experience in nuclear plant operations, support, and regulatory interface, including 25 years in training and procedures management and operations supervision. He served for 11 years in leadership positions for the Piketon gaseous diffusion plant.

Couser first came to the Piketon plant in February 1991 as a Technical Trainer in the Maintenance Training Department. He was promoted to Department Head of Training in June 1992, and a year later he became Manager of Training Services. From 1995-2002, he served as Manager of the plant’s Training organization. From 2002-2004, he served as a Nuclear Regulatory Specialist for the MDM Services under contract to USEC where he assisted in the preparation of the License Application for the American Centrifuge Lead Cascade Facility.

Since January 2004, Couser has served as Training and Procedures Manager for USEC Inc.’s American Centrifuge program. In this capacity, he has chaired the Technical Review Team responsible for ensuring that the American Centrifuge Commercial Plant License Application meets all regulatory requirements and is acceptable for review by the U.S. Nuclear Regulatory Commission.

Couser’s honors have included an Award of Excellence for Outstanding Leadership, a Navy Commendation Medal and two Navy Achievement Medals, as well as a Humanitarian Service for significant service to the local community in the recovery from Hurricane Hugo. During 20 years of service in the United States Naval Nuclear Power Program, he attained the rank of Master Chief Electrician (Submarines).

Couser and his wife, Ann, live in Waverly. They have two grown children, Mandy and Joe, and a grandson, Brycen.
